It's a laziness and trust issue. See, I'm lazy, so I trust people not to, say, submit complete and utter rubbish to my poll. If I don't trust them, I have to write a lot more code in order to make it hard for them to submit rubbish. But I don't want to, so I trust. And then certain people, not to name any niacs, decide to submit the ENTIRE 'R' SECTION OF THE DICTIONARY. And then I have to go in and clean out all the data, by hand, in a poorly-formatted-for-hand-editing xml file (thank you XML::Simple), and am left with, say, four suggestions and four identifiably valid voters. And then certain people, not to niac any niacs, get thwaped about the head a few times with increasingly not-soft objects.
